CANON PERSONALITY: A sort of gentleman adventurer, taking poorly to his exile, he tends to let his curiosity run away with him. He is polite to a fault, but tends not to react well to bureaucrats and thick-headed people in uniforms. He has been exiled on Earth long enough that he has been able to overcome his own resistance to authority to befriend the soldiers of the paramilitary group UNIT (UNified Intelligence Taskforce), and works as their unpaid scientific advisor. He is inclined to keep the open mind on first contact, willing to talk to anyone willing to talk to him, without shouting orders. When he witnesses a long-standing conflict or war or the like, he is inclined to try to make contact with both sides, being ever the mediator and diplomat. If he detects an oppression, his first instinct is generally to side with those who he perceives as oppressed - even if that impression is completely false. If he finds that someone has been actively deceiving him, his his first reaction is anger yes - at himself. He will then move to put right what mistakes he made, starting as he always does, with a new proposed diplomatic solution. If pressed or cornered, his flair for the martial arts shows, but he usually uses a quick takedown or disabling move, preferring a rapid end to any possible violence (which he himself detests), though he is not above an actual fencing match. He has a keen eye for technology, an eye made all the sharper for the absence of a working TARDIS, and his curiosity will lend itself to him closely examining unknown technologies, picking up and looking over smaller tech with a well-practiced eye. During idle times, he will often tinker with comparatively primitive technology, such as modifying a bright yellow early 20th century car into his primary mode of transportation on Earth. His attitudes to friends is very warm, and more often than not, quite paternal. When in a new place, or new situation, he tends to be generally optimistic - a side effect of both his own personality and quirks and his exile.

ABILITIES:
Regeneration. As a Gallifreyan Time Lord, what would kill a human will cause a Time Lord to regenerate - all damage healed at the cost of completely changing identities in the process, something that has happened to the Doctor canonically 14 times. (And to this specific Doctor, twice)

Martial Arts (Venusian Aikido). He is quite skilled with a form of hand to hand combat that includes but is not limited to a "nerve pinch" that can stun Humans and some Humanoids temporarily, as well as a variety of throws, dodges, chops and kicks, as needed.

Traveler in Time and Space. Under normal circumstances, the Doctor possesses a vessel that can travel in both time and space. Since this Doctor is in exile - the exact technical knowledge needed to operate the vessel (TARDIS, Time And Relative Dimensions In Space) are completely blocked from his memory, though he does retain the memories of all of his travels and adventures.

Gadgets and Technology. Forever on the quest to circumvent the empty space in his memory concerning the TARDIS, this Doctor spends much of his time working on other technology, examining unfamiliar items, or tinkering and adding advanced technology to more low-tech things, such as cars and even doors.

Diplomat. This Doctor is a skilled negotiator, mediator and diplomat - very much the type to seek a peaceful resolution, sometimes when it seems absolutely impossible, even on the brink of war, he will seek negotiations with both sides to broker peace and understanding. Sometimes successfully, sometimes not.

Linguist. Later in the canon of Doctor Who, it was added that the TARDIS itself acted like a Universal Translator - in Three's case, he is a well-traveled character familiar with many languages and cultures, both of Earth and certainly beyond it.

This is the Doctor. A Doctor long before the revival of the series in 2005.

JUSTIFICATION:
Strength. This Doctor is very much the sort who believes in diplomacy first, but is ready and willing to fight for what he believes in.

Sun. He is very much the optimist, always question to see good things done, and the best made of situations.

Fool. Like many Doctors, he is very much a creature of adventure, and he is often more curious than a person should be about nearly everything.

VETO:
Emperor. The Emperor represents the exact personality type and set of motivations that tend to grate on him the very most.
Justice. Justice is far too arbitrary and objective and distant a personality to offer appeal to a compassionate optimist like him.

FIRST PERSON (From Prompt 41)
I found myself walking along a foggy road. I drew my cape close, thankful I had worn gloves - the sky looked cloudy and I could scent winter in the air. I spotted a small shrine along the side of the road. After raising my hands and performing the proper respects, I examined the age and iconography. "It looks fairly new and maintained. Japan? Not an easy place to get along," I considered. "If I've arrived during the wrong time period, it could get very sticky." I gave a respectful bow to a man carrying a bundle of sticks, receiving a curious look but a returned nod. "Not used to my appearance. Before the Edicts, then," I thought further and strolled along the road. A movement behind a tree to my right sparked my attention, but I kept walking, gloved hands pocketed. A similar movement to my left among the grass at the side of the road made me smile. "A trap, then." A man with a scarf over his face and worn and mismatched armor walked into the road, a word shouted that I recognized at once. Interesting. Japanese from the Muromachi or Azuchi-Momoyama period. But not Japanese, exactly. "Stop" sounded the same in virtually any language, however. I stopped and offered a polite bow from the waist, not taking my eyes from the ragged-looking man. He laughed derisively and the sounds of the two I heard before drew close at my left and right. A raw-sounding voice came from my left. [Look at this foreigner's clothes, Gama! So clean! So much cloth! He has to be a merchant!] A laugh from my right was broken by a gurgle and the sound of a spit before the gutteral response came, [He's not even carrying a sword! What fool walks into Bando in winter without a sword?] All three of them broke into loud, derisive laughter. I stood in silence, keeping my expression neutral before responding. [Gentlemen. I carry no weapons. I also carry no coin. You sound hungry and you sound very ill. If I can, I can assist with both of these matters without violence.] I gave another slow, respectful bow, once again, not lowering my eyes.

THIRD PERSON
The Doctor was flanked by two very ragged-looking and desperate men, a third of their number faced him. They had pieces of random armor, clothing that looked threadbare and soil-stained, and their faces were all covered in cloth, aside from their holly and hungry-looking eyes. The shock of hearing their own language from this obvious foreigner had given them pause and they looked at one another, uncertain. [Kill him!] shouted the one facing him, jabbing a finger at him, reaching for his own battered-looking sword. The Doctor understood at once and took a quick step backwards, letting out a sharp, loud "HAI!" swinging his open hands out and back, doing his very best to take both of these bandits by surprise. One of them got a very solid blow unprepared straight in the solar plexus and thudded to his knees, gasping for air, but the other had a battered and once-painted breastplate the deflected most of the blow, causing its owner to shout [Hey!] in surprise, taking a step back. The third looked even angrier than before and managed to get his sword out in a hand and began charging at once, yelling at the top of his voice. The Doctor saw this as soon as it happened and moved to pivot behind the still-standing bandit and give his shoulder a short, sharp shove, doing his very best to send the bandits on a collision course with one another. With a pair of startled yelps and a very solid thud, they did just that, the drawn sword clattering to the ground at once as the three men assessed their bruised bodies and bruised pride. [Please excuse me, gentlemen,] the Doctor said with a respectful bow and a slightly mischievous expression. [I sincerely hope that I haven't hurt you.]
